Vanderburgh County in Indiana has a population of 180,136 as of the 2020 census. The county seat is Evansville and is the eighth smallest county in the State covering only 236 square miles. The county government is a constitutional body and has specific powers granted by the Constitution of Indiana.

The County has eight state trial courts of original jurisdiction. One is a circuit court and there are seven superior courts. The judges offices are non-partisan with terms of six years. In addition the country has other elected offices including the sheriff, coroner, auditor, treasurer, recorder, surveyor, and circuit court clerk. Vanderburgh is generally Republican.

Courthouse

The Old Vanderburgh County Courthouse was once the center of Vanderburgh County Indiana Government. The building was ready to be occupied by the county government in early 1891 and sits in the heart of downtown Evansville. The Old Courthouse occupies an entire city block, and each side of the building is encrusted with sculptures and stone carvings. There are carvings of vegetables, fruits, and flowers indigenous to the area adorning the capital around forty-eight pairs of pilasters. This ornate building is listed in the U.S. National Register of Historic places in Indiana. There are revolving doors on one side of the building and is one of the oldest revolving doors remaining in use in Evansville.

There is a tower rising above the courthouse to a height of 2116 feet. There is a 4,500 pound bell that has been tolled at the Courthouse since August 20, 1890. There are four clock faces measuring 7.5 feet in diameter on top of the tower.

The County Engineer and Veterans Service office plus office space is housed in the prime office space of the old Courthouse.
County Business is in different office buildings around the city, but the Vanderburgh County Court are located in the Civic Center Complex in downtown Evansville, seven blocks North of the River. The main building is two stories and the building is constructed in a modern system with gray industrial cement.

Clerk of the Courts

Carla Hayden is the record keeper for the constitutionally created Court system in Vanderburg. The Clerk is elected by the residents of the County and is limited to two consecutive terms. The Clerk of the Circuit Court also serves as the secretary to the County Election Board and is responsible for administering all elections in the country. The clerk also serves as the trustee of child support collections and is the chief financial officer of the Courts. Responsibilities include collecting, distributing, and reconciling monies related to court.
Also included in this Department are small claims division child support office, clerk’s archive, election & voting information, marriage information, and traffic court.

Circuit Court

The First Judicial Circuit Court is commonly known as the Vanderburgh Circuit Court. Judge David D. Keily was elected to the office of Circuit Cout Judge in 2012. Approximately two-thirds of the cases heard in Vanderburgh Circuit Court are felony criminal matters and one-third are civil matters. The Circuit Court is responsible for Grand Jury proceedings and the County Law Library. Vanderburgh Circuit Court manages the Adult Felony probation Department and the Alcohol Abuse Probation Services/Drug Abuse Probation services.

District Court

Vanderburgh County is in Judicial District 26 in addition to Gibson, Posey, and Warrick Counties. District Court Judges are given the responsibility of selection of special judges in civil and criminal cases, court reporter services, caseload allocation plans, and services as an acting judge in other courts, counties, or districts.

Superior Court

Vanderburgh Superior Court was established by the General Assembly in 1877. It is a Court of general jurisdictions and has seven elected judges and five Magistrates. The Court currently employs over 70 employees. Judges are elected to six year terms. Vanderburgh Count is one of a few counties where judges are elected in non-partisan elections. The Judicial Officers and staff take pride in the fact that matters are adjudicated promptly and fairly.

Felony Drug Court

The Vanderburgh County Court Alcohol and Drug Program is operated under the responsibility of Vanderburgh Superior Court, Misdemeanor Division. It is certified by the Indiana Office of Court Services and the authority of Indiana code 12-23-14.

Vanderburgh County has been at the forefront of utilizing treatment and rehabilitation approaches whenever possible as opposed to more traditional punitive approaches. DADS is the first program of its kind in Indiana and dates back to the late 1970s. Judge William Brune started the program and Bill Cambell was the original Program Director.

Staff members are required to be certified by the Indiana Office of Court Services with a CSAMS (Court Substance Abuse Management Specialist). There are specific training, experience, and testing requirements to earn the credential.

The Drug and Alcohol Deferral Service (DADS) program presents 1st time DI offenders an opportunity to have the charges dismissed upon successful completion of the program. Entrance into DADS is by mutual agreement of the defendant and the prosecutor.
